A message dated July 23, 2008, was received stating the Governor                                                                
read the following resolution and is transmitting the engrossed and                                                             
enrolled copies to the Lieutenant Governor's office for permanent

    HOUSE JOINT RESOLUTION NO. 29                                                                                               
    Urging the President of the United States and the United States                                                             
    Congress to fulfill the federal obligation to provide adequate
